Stage Two Masterplanning

Stage Two  Masterplanning started in February 2019 and has used the concept and vision from Stage One  to provide a more detailed strategic masterplan for the site. 
 
This second stage in the process has reviewed the existing evidence base and a baseline report document has been produced. The report is available via the following link:
 
 
Conclusions from the evidence base, along with the concept and vision from Stage One and findings from public and stakeholder engagement to date, have been used to prepare three draft options for a strategic masterplan framework.  These options were consulted on between 2 September and 14 October 2019. 
 
Work on the Masterplan is now complete, and it has been used as a key piece of supporting  evidence to inform the St Cuthbert's Local Plan.

Masterplanning Key Milestones

Carlisle City Council have appointed Arup  to produce the Stage Two Masterplan. Production is well underway, with the first round of public consultation on emerging plan options held in the Autumn 2019. The key milestones in plan production are outlined below:

The St Cuthbert's Masterplan 

The St Cuthbert's Garden Village Masterplan establishes a strategic framework for how the garden village will develop. It is accompanied by Design Guidance and an Infrastructure Schedule, both of which have been produced using the feedback from consultation and on going engagement with key stakeholders and service providers. All of the documents that make up the finalised Masterplan are available to download below. 

The Masterplan now provides a vital piece of the evidence base that will be used to inform the production and implementation of planning policy in the St Cuthbert's Local Plan.
